FYI, a live animated cartoon I'm working on (in Windows XP): http://comicstripnetwork.com/cartoon.overlord/ To answer your question, no there isn't proven open source software for TV animation. Blender has yet to succeed in commercial TV or film production. Linux SoftImage XSI is a more powerful commercial package ($500) that has been used successfully in commercial work by ILM and many others. SOUTH PARK is the only TV animation I'm aware of using Linux. They have a Linux renderfarm and Mac desktops with Maya. They could have just as well used Linux desktops with Maya, but like Macs. Macs support video codec playback better than Linux. Linux is used by all the large studios for film animation, just not TV.
