[ANNOUNCE] mesa 17.1.6

Mesa 17.1.6 is now available.

In this release we have:

Various bugfixes for most drivers - i965, ANV, radeonsi, RADV,  etnaviv, nv50
and SWR. The DRI3 codepath for GLX and EGL have also been improved.
