I took a quick look at the MPEG-1 problem. Note that a very flaky
constant-bit-rate support is part of the remaining bit-rate control
bugs. That would produce some seriously garbage output...
I've fiddled around a bit today with some old test sequences I had... at
least the wild rate-control outages due to a broken gain-setting
heuristic should be fixed. This should also fix up flakiness in MPEG-2
coding too...
Next I need to look at some decent-length sequences... and see if I can
remove the tendency to undershoot overall..
