[MPEGIF Discuss] mpeg-4 licensing usage question

Hi, I have recently begun investigating distributing a software application that will enable users to convert video sequences from a proprietary format into MPEG-4 AVIs using Microsoft's MPEG-4 codec to do the compression. The MPEG-4 AVIs are on the order of 1 to 6 seconds in length. Does this fall under the scenario of encoder sold to end users, since we would provide the users a capability they otherwise wouldn't have, despite the fact that the actual encoder is Microsoft's which has its own license.
