No KWin sometimes accidentaly got things correctly, I'd say.

Well yeah, I'm not glad that this is the case.. now if we could just
get everyone to stop writing new buggy window managers and instead
implement one that works everything would be so much simpler :-)

Anyone got a suggestion how to workaround this bug?
There are alot of commened out fprintf's in the wm_state.c code
that one can lookat (and enable) to get some more info about what
the window manager is doing.
