Deinterlacer: may be already implemented

I have looked at xine's "tvtime" deinterlacer. It appears to be a ready 
implementation of the things I wanted.

This is just from the UI as yet, but I'll take a look at the code (and ask 
around). If it's right, I'll try porting it over to ogle. It's only fair, as 
ogle's dvd menu code was ported into xine :)

I'll hold back the API idea for now. If I port "tvtime" I'll need to make the 
API as close as possible to the original. Perhaps I'll just try asking the 
developers about making it into a shared library (as it happened with dvdnav 
code originally from ogle).
