problem reading DVD-R - cannot open VIDEO_TS.IFO

I have problem in subject.
I found a previous thread in the archive, but vith solution proposed problem 
still occour.

I have a notebook, Toshiba satellite 1950-801 equiped with MATSHITA UJ-810 
DVD-multi wich read CD and DVD and write CD, DVD-R, DVD-RW and DVD-RAM.

i make a backup copy of my own DVD video using dvdshrink 2.3 under windows, 
and burn resulting file with nero burning rom 6.0

under windows my DBD-R backup plays well with winDVD.
under linux i have same problem with ALL dvd player available, such as OGLE 
but i  try xine with same results.

my DVD reader using ide-scsi emulation as suggested in previous thread.
and using libdvdcss version 1.2.8 under debian/unstable.

the original DVD plays well

My DVD-R backup is NOT css encrypted, and it is burned as region-free.
DVD reader is set to region 2 

maybe a libdvdcss problem reading non-css encrypted disc?

anyone have a suggestion?
