ewnh_fullscreen is to use the fullscreen mode  according to
the ExtendedWindowManagerHints specification (which is the preferred method

It is only used if the window manager reports that it can do it.
By setting ewmh_fullscreen to 'no', you force it not to be used. Instead
some other methods are used to try to get the window to fullscreen.
Probably you have a buggy/old  version of kwm.
Or I made some mistake in ogle-0.9.2
