This could either be the audio buffers underflowing or it might be clipping caused
by the audio decoding.  See 'man oglerc' for some information on changing the latter.

Are you running you 700MHz P3 at 150MHz ?
Perhaps something when wrong when you booted once and the BIOS has put
you at the low to be 'safe'.

Since a machine at 150MHz will have trouble keeping up with the decoding
of a DVD movie that would explain all the frame drops.
This would probably also cause the audio problem as it is struggling to
decode the movie.
