Problems installing OGLE

When I install ogle from the rpms I get the message : unlocalized package: 
libdvdcss
                                                                             
                                demanded by:  ogle
The issue is that I have alrteady tried installing both 
"libdvdcss-1.2.8-1-fr-i386.rpm
                                                                             
         and "libdvdcss-devel-1.2.8-4.1.fc3.fr.i386.rpm"
and nothing happens. At all.

What is wrong with this picture?

I'm using RH 9.0
and I've placed the rpms in a catalogue named ogle in my user account. 
Hoping for a quick reply.
