Not sure which rpms of ogle you are using...
But you can run rpm with --nodeps when installing ogle
(if libdvdcss is the only missing dependency)

If you are sure libdvdcss is installed everything should work fine.
If ogle can't find libdvdcss it will print something like this:
libdvdread: Encrypted DVD support unavailable.
