Time to ditch CVS

Hi Everybody,

I want to work on the new build system. Lalo and I both are anxious to
get our hands dirty with Om.

I have no motivation at all to work on the pg1 codebase right now,
however I'd like to get rid of the auto*-based build system as soon as I can.
It seems to cause a lot of trouble for newbies and pgserver hackers alike, and
the new build system will be useful for much more than just pg1.

So, I've changed the .plan- The 0.46 bugfix release is cancelled, and
next on the chopping block is migrating to subversion and transitioning
to the new build system.

The CVS to Subversion changeover will happen instantly- as soon as a
subversion server is online and has the current CVS imported into it,
the sourceforge CVS will be declared obsolete.

The build system migration will be gradual. Control files for the new
system will be maintained in parallel with the current one until the new
system is ready.

I did reconsider the arch vs svn issue. There are some neat features in
arch for release management and branch merging, but after trying out
arch I still like subversion better. Arch has more neat features, like
star-merge and easy customization, but they're things I don't expect I'll
need. From a usability standpoint, svn serves my needs much better.

That said, we could use that subversion hosting offer now :)
