Looks like this is already foreseen in the protocol document -
PGREQ_REGOWNER(PG_OWN_SYSEVENTS) shoudl do what we want, more or
less.  However I peeked at the source and found out this isn't
implemented :-) the only resource you can regowner is the
display.  Should we fix the implementation or the documentation?
