Tooltip at odds with time range

I have an Ogg file for which VLC 2.1.2 displays a start time of 155:32:37,
and a finish time of 156:38:02. Unfortunately, the tooltip when I point at
the progress bar is completely wrong, because it ends at the same time, but
starts at 00:00:00. That means it's not even wrong by a constant amount!

There seem to be two possible solutions:

1. Always display the start time as 00:00:00.

2. Correct the tooltip to take the start time into account.
