[streaming] Video Streaming Proxy & transcoder

Hello people,
	I am new to transcodings and I have this problem: I have a
server with high bandwidth , and inside the local network there is a
video streaming network.I would like my server to act as a proxy between
the "primary" video streaming server and a desktop I have at home.My
server has Gigabit upload & download and I would like to use it as a
realtime (on-the-fly) transcoder for the primary video server , so I can
make the bitrate lower and watch video from my home too.
	Any ideas for how to do that are welcome...Also , is it possible
to do on-the-fly transcoding and restreaming or not?
