[streaming] Transcoded HTTP streaming in Windows

Hey, I managed to create a transcoded HTTP stream using the wizard in VLC 0.8.6c for Mac OSX but the wizard for 0.8.6d in windows does not have the same options. I have tried to follow the online guide for streaming but i struggle to understand some of it.
