[streaming] streaming often cut :-(

Hi all,

I would like to know if there is something to solve a big problem I have 
when I stream video for low internet access
First, I have to change bandwidth usage, in putting it very low (less 
than 100 Kb/s) whereas the site has much more.
Second, this side has often his stream cut, and it doesn't restart even 
in ticking "http reconnect".
For your info, latency is about 300ms (even more sometimes) between my 
server VLC and this point.
Somehting to do to improve all that ?

PS : I use h264 to stream video and mp4a in audio
