With RTP/TS, VLC has some support for re-ordering using the packet
sequence. With plain RTP, liblive555 should handle packet re-ordering as
well. It is a well-known limitations of raw (TS over) UDP that packet
re-ordering breaks streaming.

Bottom line: use RTP.
