$ hg tags
$ hg update $TAG

(You'll need to run autogen.sh.)

Or if you want something like what's intended for Debian, you can use
http://hg.debian.org/hg/xine-lib/pkg/xine-lib-deb (again, use the tags *but*
at present you want tip) and hg-buildpackage. That'll give you Debian-format
source and .debs which should be installable on Ubuntu.
