I just noticed I never updated apache speed limit when they increased 
our upload speed. Cox claims up to 3 Mbps with "powerboost" which is 
some kind of compression system. I set:
BandWidth all 300000
MinBandWidth all 50000

Which Firefox settles in at 286KB/sec. As I understand it, lower case is 
bits, upper case is bytes. So that setting should give near top speed 
without taking all my upload which kills down load speeds. It now 
reports ~1.5 hours instead of 12+ hours for one ts file :)

Yea, the broadcasters don't really know what they are doing. But all the 
locals assume it's going to a wide screen, so they add to the sides 
which brings the whole thing down to a window on 4:3 tv's :(. And that 
broadcaster has other problems. I get strange random flashes of green 
horizontal bars. They don't happen very often.
