Is it fundamentally impossible with xine to seek to a exact frame whether it is a keyframe?

I'm developing a media-player with xine-lib. I've already read the seeking policy of xine at next page. http://www.xine-project.org/hackersguide#id328607 But, this makes some stupid situation. For instance, there's a stream like: ... frame keyframe time 1:01:00 frame ... frame keyframe time 1:01:07 frame ... and if a user seeks forward 5sec from 1:01:01, he can never go forward, and he just stays 1:00 forever. Now, I want to know if there's any way to seek to a random frame though it is not a keyframe in spite of the policy. Is it possible?
