I think the best way to achieve this is to simply use constant
quantizer. My personal feeling is that by doing this you can achieve
much "nicer" output, especially when the scene moves quickly, than
using the 2pass approach.

Give it a try.

Because I think there is nothing similar to your request in xvid
codec.
