Rookie Mistake, please help

Probably a dumb rookie mistake, but I loaded up the software and it says I am connected, but when I try to make a call to my buddy's cell phone using the software it says it can't find him. I've tried other numbers and get the same reply. I know I'm doing something wrong, but have no idea what it is.
