Linphone is for making voip calls over the internet using the SIP protocol. Unless your friend's mobile has a matching SIP agent and has registered with a sip "registry", then you won't be able to connect. At least, it could be possible if your SIP registry has a gateway to the public/mobile telephone network, but they usually charge for that. Since you say that "it says I am connected" then you presumably have registered with some SIP registry or other. It seems that they don't have a gateway, or that you have not activated it.
