ServerTransaction for CANCEL

Hallo,

My client is based on JAIN 1.2, if the client as UAS does not response
the INVITE, SER will send a 408 to originating UAC and a CANCEL to UAS.
The incoming CANCEL has same branchID as INVITE but null
ServerTransaction. Well, in this case should the serverTransaction be
created as initial Request with SipProvider or Stack should map the
initial Request's ServerTransaction to the CANCEL?
