Question about out-of-order requests

Hello, If two in-dialog requests (for sake of argument, let's say non-INVITE requests) are received out of order- meaning the higher CSeq arrives first- will the NIST sip stack still notify the application layer of the arrival of the late request with lower CSeq? If not, how will it respond to the late request?
