Does the NIST-SIP implement a SIP Redirect Server?

Does the last version of the NIST-SIP implement a SIP Redirect Server?

 

If no, why not and what can I do to substitute a SIP Redirect Server?

 

If yes, should it use a DNS?  

       If yes, should DNS and SIP Redirect Server be running in a same
hardware? 

            If yes, why?
