Unable to change my blog templates

I have two blogs: On the drop down menu next to See posts in one blog - I see only Post and Settings and no other link. On my second blog, on the same dashboard, I see a whole lot of details, 10 options available. So while posting is not an issue, if I need to change the look of the blog, I can't!
