Apply for higher quota for Blogger API v3

Currently, I am pulling data on Android app from Blogger API v3.  The 
request form says that the request process is offline and the quota limit 
of 10,000 per day is reached. Does anyone know how to increase the quota 
limit as I am suffering from the short quota. I would really appreciate any 
helpful info regarding this.
