Blogger API v3 Quota Request - Process Offline. Unable to request quota increase.

Has the Blogger V3 API been discontinued? The quota increase form is no longer active. How can I go about increasing my quota? Without an increase in my quota it will stop me from pushing out a new update for my blog which will make it run much more efficient. I'm working on an update for my blog where I'll be using the api to retrieve blog posts by URL and rendering them with JavaScript. I estimate I'll need 1,000,000 requests per day as my site averages around 400k pageviews per day. This quota limit will give me room to play with. The quota request form is as follows after submitting a request.
