My phone is telling me that it is unconditionally forwarded!!!????

I have been trying to become a developer or something like that while dealing with a bought of homelessness that isn't being fixed by our local social services department. I shoulda been able to get the opportunity to fix things that are going on and I'm still waiting for them to call me when you get a chance to meet up with a committee for some kind of orientation to start then looking for housing. The whole thing is screwed up and I'm not going to get the opportunity that I should for the same as everyone else. And mostly I can't believe that I am going to fix things that are going on and I'm not sure if I'm getting any calls or if the calls and texts and email that I send are getting where they could be used to help me. I don't know why all my communications are getting forwarded conditionally or unconditionally or my web history is being deleted. And mostly I can't believe that I am getting any calls or messages because my profile still comes up as the number I ported into metro pcs so I could replace a phone that was stolen from me as I smoked a cigarette...and then someone called the cops on me that i was tresspassing and someone has been using my otger phone that had the same number on it. If anyone can help me understand what i xan do to clean my phone from this custom os and get things back to normal and maybe an app to help it stay that way....id really appreciate it.
