Google indexes content inside PDF documents, but then they offer searchers the ability to view it as HTML instead. So, there's a trade-off. Sometimes their HTML version loses the formatting that made you choose PDF in the first place. Also, more is known about SEO optimizing HTML content. I don't think you'll find much information about how Google ranks PDFs.
