.cthumbrc behavior

I began documentation on .cthumbrc and discovered it did not behave as I 
expected. I wanted to start a conversation on how people think this 
SHOULD behave.

First some background. The idea is that Cthumb has a set of attributes, 
coded in the @options table. This covers a lot of things. The values for 
these attributes can come from (1) the album file, (2) your .cthumbrc 
file and (3) your theme (theme.conf).

I'm not exactly sure of the other these get applied, but here's what 
**I** expected (this is not how it DOES happen).  I expected when one 
creates an album file, your .cthumbrc file attributes would be applied, 
providing a set of defaults.  So for instance, I always want 
'AutoSlideShow 1', so I expected to put that in my .cthumbrc file and it 
would force this to be set in my album and not just put there as a 
comment (as is the case now).

Running Cthumb on an existing album file, I expect only theme attributes 
to be applied - and only if they were not set in the album. (i.e. apply 
theme attributes to the program defaults, THEN apply the album 
attributes).  I don't think the .cthumrc file should be used again in 
this case.

There are some rules about what attributes can be set in what place. A 
small set are for themes only and cannot be in the .cthumbrc file. 
Anything CAN be set in the album file.
