Adding HTTP/3 Proxy CONNECT & MASQUE (CONNECT-UDP) Support to cURL

Hi,
I work with the VPP team at Cisco. I've been actively working on adding two new features to cURL:

  1.  HTTP/3 proxy CONNECT support
  2.  MASQUE (CONNECT-UDP) support
I have the code available and ready for review that implements these features (currently only for the OpenSSL QUIC stack).
If there is interest and willingness from the community to add these feature support to cURL, I'd be glad to share my work, collaborate, and incorporate feedback from the community.
Please let me know if you have any suggestions about how to best proceed with submitting the patches for review.
