Two or three 8.17.0 regressions

Hello friends!

We decided that we have had no "really annoying" [*] regressions reported for 
8.17.0 so there will be no patch release this cycle. Hooray.

But we do have two (three if we count wcurl) regressions noted so far and I 
wanted to highlight them for you in case you want to address them yourself:

  - wcurl: the fix shipped in the release was inadequate and v2025.11.09 was
    shipped with the proper fix [1]

  - the progress meter in parallel transfers does not update as it should [2].

  - builds with no CURL_CA_PATH ignore CURLOPT_CAPATH [3]

[*] = that's a highly subjective scale that some of the core maintainers
  determine whilst chatting about reported problems
