The only time I've ever used mod_gzip personally was in a failed
attempt to optimize the load-time of a "rich client" web application. 
It turned out that most of the wasted time was spent in IE's very
inefficient JScript interpreter and the extra effort required to turn
on mod_gzip was mostly a waste.

I've never pre-zipped any files, and I've never run mod_gzip in a
production environment to know if the performance hit is a problem.  I
would guess that the tradeoffs depend on how fat the pipe is between
your server and your client.  A broadband connection probably has
enough bandwidth to handle uncompressed HTML.  Someone connecting to
the net from a rural area using a 28K modem might prefer to give up
some CPU in exchange for higher transfer rates.  As with so many
things, you probably need to consider your audience.

Well, perhaps it's not so odd.  First of all, I've never looked for
such a tool, so it's not so surprising that I never found one. 
Second, perhaps it's not so necessary?  Most static HTML can probably
be cached fairly aggresively, which may obviate the need for
compression.  Dynamic content is a different story, but you may get
better mileage out of running mod_gzip over the output of your
content-generator.
