I would guess that the tradeoffs depend on how fat the pipe is between your server and your client. A broadband connection probably has enough bandwidth to handle uncompressed HTML. Someone connecting to the net from a rural area using a 28K modem might prefer to give up some CPU in exchange for higher transfer rates. First of all, I've never looked for such a tool, so it's not so surprising that I never found one. Second, perhaps it's not so necessary? Most static HTML can probably be cached fairly aggresively, which may obviate the need for compression.
