Well first you would turn off the login block and next add this to the 
permisions for the groups.

group:           unregistered
component:   .*
instance:       .*
permission level to whatever you would like I set mine to comment and allow no 
higher but you could give them up to admin if you want.

If there is already a menu item with this the edit it to say comment or 
whatever. 

You should not have to add a user permission. The group permission will take 
care of it all.
