editor users can approve submissions
admin users can do all that an editor can and also create/modify user 
records. eg. turn a normal user into an editor.

if you've not already done so, create an editor account.
Only administrators can make editor accounts, so you start by creating 
an admin account on the UNIX command line using "create_user".

* log in as the admin or an editor  account
* go to /perl/users/home
* select the "submission buffer"
