FastCGI applications failing to terminate

I am working with MapServer running as a FastCGI using the 
mod_fastcgi.so for Apache on
win32.  I'm having a problem where, when a large number of processes are 
running, and Apache
is shut down, the processes remain.  Using debugging statements I've 
found that the processes
never enter their atexit( ) handler method.  The processes are 
terminated normally when fewer
than around 20 are running.
I am wondering if anyone is familiar with this problem, or has any ideas 
of what might be causing it?
