Error: Permission denied: FastCGI: can't create server "/home/httpd/cgi-bin/php-starter": bind() failed

Hi,
For a couple of days I tried to install and launch FastCGI with my 
Apache 2.0.52 + php 4.3.10 (Fedora Core 3).

PHP built with --enable-fastcgi and without --enable-discard-path options.

Finally my tries have failed.

httpd.conf:
<IfModule mod_fastcgi.c>
     FastCgiWrapper /usr/sbin/suexec
     FastCgiServer /var/www/php-fcgi-scripts/php-starter \
	-user mb -group mb
     AddHandler php-fastcgi .php
     <Location /cgi-bin/php-starter>
	SetHandler fastcgi-script
	Options ExecCGI
     </Location>
     Action php-fastcgi /cgi-bin/php-starter
     AddType application/x-httpd-php .php
</IfModule>

php-starter:
#!/bin/sh
PHPRC="/etc/php.ini"
export PHPRC
PHP_FCGI_CHILDREN=4
export PHP_FCGI_CHILDREN
exec /usr/bin/php-fcgi

After restarting apache error_log contains:
Permission denied: FastCGI: can't create server 
"/var/www/php-fcgi-scripts/php-starter": bind() failed

I have no idea what I'm doing wrong.
Please help.
