This is going to cause problems regardless of which solution is chosen
as far as I can see.  The standard way to set up a proxy before Gnome 2
has been env vars for a very long time.  Most likely, some people will
keep using non-gnome applications even after Gnome 2 is out, and this
will cause unexpected behaviour.  I really can't understand why Gnome had
to reinvent the wheel here, and use the env vars as everyone else.

I guess using the env vars if galeon failed to fetch the gnome settings
would be ok?  Can you actually detect such a failure?  It would be bad
if turning off proxying in gnome would case galeon to use your env var
settings...
