Yeah, but that doesn't seem natural at all to me that using quit from
the menu should behave differently than closing the windows by another
way.

If the only thing you want is a way to relaunch the server mode when
galeon crashes, it might be possible to tell to the sessoin manager that
it should respawn galeon if it crashes (I'm not sure at all about that
:). Otherwise, I'd prefer something like a patch adding support for
--new-window when using --server
