File->Exit should quit Galeon, not only close all the windows. In
server mode, the latter would not quit Galeon. The File->Exit
functionality is supposed to be consistent across modes: server and
!server must behave the same.

Moreover, The statusbar helptext regarding File->Exit legitimately
states "Exit the program".

Okay, Galeon requires GNOME. Does that requires me to run the GNOME
session? Don't think so. :)

That way, users would still need two different menuitems, because
--server spawns a new Galeon shell, another Galeon already running or
not.

Conclusion, to be able to bind Galeon to one wm action only, someone
needs a session manager (you are not sure, though ;), or the
--resident flag. Isn't removing a dependency a valuable thing?
