You can see it that way... For my part, I consider --server to mean
"never ever exit totally galeon even if I'm closing all windows or if I
choose exit". I really find it very confusing to do different things
depending on whether you choose quit or you hit ctrl+w in the last
window. Why wouldn't ctrl+w mean "close the current window or do the
same thing as file/exit if this is the last one" ?

Imo a better solution would be to make galeon not crash, or to modify a
little --server (making it not respawn a new galeon if there is already
one running, and making it work with --new-window seems better than
adding another starting option to hide some not perfect galeon
behaviour)
