Because the menu items says "Close window", not "Close window and exit if i
this is the last window".  I think your expectations from the "Close window" 
item must be heavily influenced by what you are used to, I think it makes much
more sense in the new patch.  Of course, the non-technical user will probably 
still find the two menu items a bit confusing.

Making galeon never crash is a nice goal, but as we all know, software allways
contains bugs, it's bound to crash sometimes.  Making these crashes as gentle
on the user as possible is a Good Thing IMO.  Besides, there will still be
common situations where you need to exit galeon and restart it.  The most
common of these are installing and upgrading plugins.
