I hestitate to say what I'm about to say, but really this whole thing seems like it should be a pref. To me the real question is a general "Keep Galeon loaded when there are no running windows?" preference. Beyond that you might need something like --server (or to my way of thinking, --nowindow) to start it before the first window, and/or something like --quit to really kill it if it's misbehaving, but you shouldn't have to change the usual way you run galeon to support server mode.
