Hmm.. why is that?  I am yet to see a popup that wasn't annoying ;)

Before you answer, be aware that there are two kinds of popups here. 
First there's these spam-popups that pop up unsolicited, you don't need
to click anything, touch anything, simply loading a page makes the
popups¹ appear.  These popups are nothing but annoying, fortunately you
can block them by unsetting the 'Allow popups' preference.

The other kind is the popups that appear when you click on something,
usually a link.  The difference is that you need to actively do
something to get the popup appear.  These popups actually serve a
purpose every now and then, and 'Allow popups' has no effect on them.
