Fair enough.  The problem comes mainly from the fact that Galeon is not
purely MDI nor SDI, it's a hybrid, and the current behavior is what
seems to be the best compromise in that end.

It might be worthwhile to consider if the 'open in tabs' should be
selecting between MDI and SDI modes (with better wording in the user
interface, of course) and alter the behavior of Close accordingly.

My first thought is that it would remove the need for 'always show tabs'
preference; in MDI mode we always show tabs, in SDI mode only when
there's more than one tab in a window.

Also, in MDI mode Close for the last tab in application (not window like
in your suggestion) would be closing the tab and opening a blank page,
but not exiting.

It might work, or it might not.  But I think it could be something to
think about.
