Theoretically yes, but I don't really know if the focus has been working
in any mozilla release so far.  But even if I did, I wouldn't recommend
running older releases.

Ctrl-T Ctrl-L should be a reasonable substitute for the time being.

Ctrl-Enter on the location entry should load the URL in a new tab, if it
were implemented¹  (hint hint)
