Ahhh.  Let's see if I understand: the URL bar is really a GTK widget, 
but web forms are HTML entities.  Hence the different behavior.

I do have my Gnome keyboard settings set to Emacs-like.  However...

I generally do not run gnome as a desktop---too slow and bloated for my 
poor old laptop.  I just tried starting the gnome-settings-daemon and 
recieved the following message: 
     You can only run one xsettings manager at a time; exiting
